THE LONG VIEW · OCTOBER 2026

Rudy Flores works alongside the Patti & Jeff McKelvey Team at Coldwell Banker West as a Real Estate Strategist and Realtor®. This site is about homes you plan to stay in for many years, and the choices that make a long stay easier.

A home you keep gets tested in ways a short stay never does. Stairs, storage, the roof’s age and the tax bill all add up over time. Rudy helps you look at those things early, while there is still room to choose.

What Permits, Zoning and Leases Have to Do With a Home You Keep

Rudy’s background is in real estate development. For about 12 years he worked in telecom site acquisition, guiding cell sites from the first lease talk to the final permit, including land-use approvals and right-of-way. That work spanned more than a hundred local jurisdictions, and it meant negotiating leases and sorting out zoning with planning staff.

That experience fits a home you may change over the years. Maybe you will want a bedroom and full bath on the main floor, a no-step entry, a larger kitchen or an accessory dwelling unit on the lot. Before you buy, Rudy can help you check whether past additions were permitted and sketch out questions about what the zoning allows. The city or county has the final say.

Negotiation matters for the long run, too. Repair credits, closing dates and a rent-back all shape how your time in a home begins. Rudy negotiated leases in his earlier career, and he brings that practice to terms like these. You can also watch the listing and neighborhood videos he films and edits himself to see how he looks at a home.

How Rudy Helps You Plan for a Long Stay

  • Begin with how you live. The Home Strategy Quiz or a 15-minute call gets the basics down. Every quiz answer goes to Rudy, and he reads each one himself.
  • Tour with the long view. Rudy can focus showings on single-level plans or homes with a main-floor bedroom and full bath, then compare the close calls on monthly cost, commute and floor plan.
  • Look at what the lot allows. Permit records, zoning, HOA rules and recorded restrictions shape any future change, so Rudy helps you gather them before you commit.
  • Run the long numbers. Prop 13 generally holds growth in the taxed value to no more than 2% a year, but insurance, HOA dues and any Mello-Roos tax can change. Rudy can set year one beside year ten, and your CPA and the county assessor confirm the tax details.
  • Plan the order of the move. Buy first, sell first or bridge the gap with a rent-back: Rudy maps the dates, and your lender explains what your loan allows.

Questions about working with Rudy

Before I buy, how can I find out what changes a home could take later?

Rudy can help you pull together the zoning, the permit history and any HOA or recorded rules. Then he can turn your plan into clear questions for the local planning department. That office gives the answer. Plans and cost estimates come from an architect, an engineer or a licensed contractor.

Does Rudy give advice on Prop 19 or the tax on my sale?

No. Rudy is not a tax professional. He can point you to the State Board of Equalization’s Prop 19 rules and help you line up the dates of a sale and a purchase. Eligibility questions go to the county assessor, and tax questions go to your CPA.

What helps most on a first call?

A rough timeline, the areas you like and a few must-haves, such as single-level living or a yard sized to the upkeep you want. If you own a home now, a rough idea of your loan payoff helps too.

Talk to a lender. Rates, loan programs and approvals come from lenders, not from websites or real estate agents. Talk to your own mortgage broker, or use our preferred lender, Point Mortgage Corporation (NMLS #231073), at (619) 475-4095. You are always free to choose any lender you like, and you can verify any lender’s license at nmlsconsumeraccess.org.
